What is everyone's interpitation of the NEC's requirements for receptacles / devices located with-in or below the BFE?
Is it permitted with GFCI protection? Or is it an AHJ issue?

The NFIP is going to prohibit it via the local ordinance adopted by the city or county which is a condition of their participation in the NFIP. You can contact the city floodplain administrator for guidance on that.

The NEC is going to deal with another term (electrical datum plane?) but you have to start with what you're building to know what Article to go to. What are you building?

Residential dock?
Swimming pool?
You can contact your local electrical inspector regarding this.
