Can a pool sub panel be under base flood elevation ?
isn’t that equipment considered , sacrificial equipment?
therefore okay to be below BFE.?

Base Flood Elavation

There are some sections of the code that require equipment to be 12” above the flood plane but there is nothing mentioned in 680 about it in regards to swimming pools, so I would say the answer is yes, it can be below it.
