Baseboard Heater local disconnect

Does the code require a local(within sight) disconnect for a 110V or 220 V baseboard heater?
Will the panel breaker in a nearby closet be sufficient as long as it is lockable in the open position?

Much depends on whether the heater has supplemental overcurrent protection, and whether it has a motor over 1/8 HP. Let me suggest you start at NEC article 424.19.
