Re: baseboard heating(hot water)
The NEC does not address electric receptacles and hot water heating.
Check with the baseboard manufacturer for any recommendations. I have never seen any restrictions (my own house has at least one receptacle above every hot water baseboard). I believe that some hot-water advocates use this as a selling point against electric baseboards.
