basebord heat

on the job im at after i ruffed in a bed room I noticed that the plumer will be installing hotwater basebord heat right under a plug that I instaled.I remembered that you cannot have a plug directly under an electrical basebord heater bc a cord might come into contact with the unit,does this also apply to hotwater heaters.also can the kitchen countertop plugs also serve a dinning room plug
 
Yes, a hot water baseboard system can be below an electrical receptacle. Also a SABC can serve both the kitchen and the dining room receptacles. IMO you shouldn't be calling receptacles plugs.
