I have to put a 3-way at an exit of a basement. There will only be a 14-3 at this switch location. Can I sleeve the one 14-3 in a 1/2 emt? It will only be about a 3’ piece of 1/2 emt.

Yes NM cable can be sleeved in EMT for protection from physical damage. You'll need a bushing of some sort on the end of the tubing.
