Basement lighting receptacles

I know GFIC protection is required for receptacles in basements, would this include receptacles mounted on or near the ceiling for the purpose of lighting, i.e. a plug in shoplite?

Is this an unfinished basement? How High is" on or near" the ceiling? "Readily accessible"
