Basement stairway lighting...

I would like to install a surface mount fixture, luminaire, in the ceiling of the stairway to the basement of a dwelling. I recall a thread, I think, on this topic but I cannot find it.

I'm looking for any restrictions that would prohibit this installation.

I've looked in 210.00 and 410.00 and have come up empty.

That was my take on the situation but I thought there was a discussion as to the amount of space a Luminaire could encroach into a stairway.

I'm planning on a low profile surface on the ceiling.

There are requirements for the type of fixture to be installed. 210.70(A)(2)(a) only requires that at least one wall switch-controlled lighting outlet be installed in hallways, stairways, attatched garages and detached garages with electric power. 210.70(A)(2)(c) states where one or more lighting outlet(s) are installed for interior stairways, there shall be a wall switch at each floor level, and landing level that includes an entry way, to control the lighting outlet(s) where the stairway between floor levels has six risers or more.
 
There are headroom clearances for stairways but that is a building code issue the minimum headroom clearance is 6'8" per the UBC and IRC. This requirement would not apply to a light fixture. Only the ceiling height.

I think I might try to go that route so I don't have to damage any of the drywall. The ceiling will allow me to better position the light for coverage but with possible wall repairs needed.
