bath fan requirements: only in toilet area?

This is probably a building code question instead of an electrical code one. My customer wants to only put a bath exhaust fan in the small separate toilet room and not in the part of the bathroom where the sink and tub are. Is that ok? Thank you.
 
the toilet room is separated by a door. I'll have to check the window. An openable window would mean no vent fan is needed, right?
There are two reasons for a fan in that situation:
1. To carry away odors. The code(s) does not actually seem to care as much about that as the second reason.
2. To control humidity to prevent condensation and potential damage and mold. That requires fan or ventilation in the same space as sink, tub or shower and the toilet space fan will not satisfy that. Windows will though.
