This came up on a re-mod I was doing. Inspector asked if I was going to put a GFCI on a fan / light combo outlet over a whirlpool.

Since the NEC didn't require it, I hadn't planned on it. Inspector asked to see the fixture. We hadn't bought it yet. Inspector said that some fixtures, especially those with lights in them, require a GFCI, per manufacturer's instruction. He said that it would be way easier to make provisions for a GFCI now than wait until the drywall was up. So, I put in a dead front GFCI next to the switch.

Sure enough, when the fixture came, it required a GFCI.
 
While the NEC does not require GFI for this, I have never seen a manufacturer that doesn't require GFI as part of the listing. But I wonder why they don't specify a height where it becomes not required. For example, a light more than 8' up does not even require a wet or damp listing (410.10 (D) so why would you need GFI for a fan above 8'? It's not like someone is going to reach it or splash it.
 
I suppose there is a producd out there that does not require GFCI protection , Although I have never seen one. Best bet to install a GFCI.

I dont think the manufactures instruction is what listing and labeling means ....they can want me to do all kinds of stuff but what does the n.r.t.l.s say about gfi on that product.(i could be wrong but.......):?

According to UL the manufactures installation instructions are part of the listing and labeling. So if the listing requires GFCI protection the requirement will be part of the installation instructions.
