I understand that the code calls for at least one 20a circuit to supply the bathroom receptacle outlet(s), Does this mean each bathroom or can the one required circuit supply multiple bathrooms ?

This is a design issue as to the choice you make, you have two.

I believe we are talking about a bathroom for dwelling units, not public bathrooms, like for a restaruant. It is to my understanding that a restaruant bathroom can be on a regular receptacle circuit, that can include receptacles not located in the bathroom.
