Bathroom subpanel commercial

Is it legal to have a bathroom subpanel, which is outside the business and is solely a bathroom?
Unable to find in the 2011 NEC that it is not legal?

In a dwellings panels in bathrooms are prohibited.

In non-dwellings panels are allowed in bathrooms but not the service disconnecting means.

Panelboards and OCPD's are allowed in "other than dwelling unit" bathrooms.
