Ah sorry, I think it was a fan I saw that had the GFI requirement if installed in a dammp location. However I dont have to give in completely
Washington (State) Administrative Code section 296-46B-410: All luminaires in an enclosed shower area or within 5 feet of the waterline of a bathtub that have grounded exposed metal parts must have GFCI protection.
So in regards to the original question, NEC no, Local maybe.
