Do I need to separate normal lighting from emergency lighting by installing two separate panels if emergency lighting is provided using lighting with batteries rated for 90 minutes?

No ,
Unit equipment (battery packs) are required to be supplied by the normal lighting panel.

The general rule indicates the unit equipment be supplied by the same branch circuit as the normal lighting in an area.

The exception in areas supplied by three or more normal lighting branch circuits still the same lighting panel
