Is it legal to install 6 fiber cables ( 2 Fiber Multimode 62.5/125mm) in a 2" LB68 with a bending radius of 4.4 inches. Cable diameter is .3. So if I use a factor of 10 x .3 that should be a 3 inch bending radius however I have 6 cables so does that change the outcome.

The NEC has nothing to say about it.

Yes, the purpose of the NEC is protection against electric shock and fire. Having your fiber working is beyond its scope.
I have done a lot of fiber installations, I had a 3 ring binder with data sheets on cable, patch panels, connectors, for reference on cable bending. There is a type of newer fiber called bend tolerant, but I hadn’t used it.
on your application, if it’s a short run, and you have enough headroom, ie what is your loss budget, you may be ok.
Could you use a deep NEMA junction box Instead of the LB?
