Is bending a 4" RMC Aluminum offset(say somewhere from 20-45 degree) quicker then bending a 90 degree?

No. An offset is two separate bends that requires the conduit to be slid forward and spun 180°. An elbow should be a single bend which should take less than 60 seconds in the bender.
