I have seen small PLCs referred to as RTUs for the same reason.

Um, a RTU is commonly designated as a Roof Top Unit.:? I ain't never seen them intertwined/called a PLC.

What am I missing?

You are missing Remote Terminal Unit. Also possibly Remote Transducer Unit?

Lol, reminds me of something I see a lot lately where people refer to retail cash registers now as "Point Of Sale" systems, which they commonly abbreviate as "POS"!
