Bidding fire damage / insurance work

Keeping it short and sweet in quoting a older fire damaged gas station and some of the problems presenting themselves. Here are a few on one I'm looking at now.

Other code violations: insurer wants to bring property up to predamage condition but there are several other issues at hand none necessarily a immediate risk to life or property but they are there. When brought up insurer said it would be supplementary well I'm not clearing codes without it and even if I do I'm not comfortable with it.

Since fire, pumps have been removed yet cable trays, high 120/240 and low voltage panels serving the pumps, canopy, lighting are still in place with wires in place this needs addressed in rehab.

There is is an immediate area significantly affected by the fire but no damage to wiring in jboxes so assuming wiring conduit the same (thinking about it I forgot to ohm out circuits from panel) so to bid simply the lighting (affected by smoke and/or fire) and direct wiring (affected by fire in 33% of lights) still leaves a risk of something being missed. I'm 99.5 percent sure wiring is intact yet my initial reaction is to bid rewiring the building at least the affected area even though everything appears intact.

Insurers exact act words bring it back to where it was before and near the registers its wiped out from fire how the hell would I know what they had I could put in a couple quadplexes and a conduit circuit to the office with some boxes but 99.5 percent of the time all data is set up by chain technicians how many electricians know about this.

Kinda venting but but would appreciate any input with someone with exp with insurance work like this.
