IMO -Yes, if it gets to the part where it is flamable.

You need to know more about the products and process. If none of them are heated above their flash points there will be no Class 1 areas. There may be Class 2 areas.

Biodiesel, once it is manufactured, is fairly benign with respect to electrical area classification; however, several of materials commonly used in the manufacturing process are quite hazardous. As Don said you need to get the whole process well defined.

Ignorning possible dust issues and just addressing the liquid/gas/vapor aspect:
Most fuel oils and diesel fuels are considered combustible rather than flammable.
You should review NFPA 497. It is based on the flash point of the liquid/gas. Class 1 Div I and Div II hazardous areas are required when Flammable liquids/gases/vapors are present.
