Blocked Receptacles

We have a wall with existing receptacles and circuits feeding them, there will be new cabinets covering the receipts,there will be about 8 inches of space off the walls the cabinet will not be flush to the wall, Is it ok to leave the receptacles as is and just remove the feeds from breaker and cap and label? Have been told there will be removable access panels on the back of each cabinet,

Yes.
I would be inclined to cut them off entirely and not worry about access panels in the cabinet. No one will know what they're for in the not-too-distant future anyway.

Access to the receptacles and even if they are removed the boxes would still need to be accessible.

Only if the conductors dead ended in each box. If there are joints and pass through they still need to be accessible.

The OP stated that the circuit is being de-energized at the panel and abandoned.
