Blocked Receptacles

We have a wall with existing receptacles and circuits feeding them, there will be new cabinets covering the receipts,there will be about 8 inches of space off the walls the cabinet will not be flush to the wall, Is it ok to leave the receptacles as is and just remove the feeds from breaker and cap and label? Have been told there will be removable access panels on the back of each cabinet,
 
If the receptacles are disconnected and abandoned then the panels wouldn't be needed.
Only if the conductors dead ended in each box. If there are joints and pass through they still need to be accessible.
