Boat Storage and GFCI's

Need some outside opinions regarding Article 555.1 (Marinas and Boatyards)

Here's the deal...
We're working on a "boat storage facility." It's in the middle of town, not on the water. The drawings indicate a normal duplex receptacle is to be installed in each unit. However, I feel we need to install GFCI receptacles in each of the units, but of course that's more $$$. Which seems to be a very big deal.

(I also see Article 511 applying to this installation. Does anyone else?)

Are these covered storage units?
511 is for self propelled vechicles, it may not apply.
If the owner does not want GFCI's, even though not required, get that in writing.

2002 NEC 555.1 Scope.
This article covers the installation of wiring and equipment in the areas comprising fixed or floating piers, wharfs, docks, and other areas in marinas, boatyards, boat basins, boathouses, yacht clubs, boat condominiums, docking facilities associated with residential condominiums, any multiple docking facility, or similar occupancies, and facilities that are used, or intended for use, for the purpose of repair, berthing, launching, storage, or fueling of small craft and the moorage of floating buildings.
According to your description as to the location of this building, it does not fall under this article. It could easily be for storage of widgets!
However, if there will be any type of repairs or storage of fuel, then there will be other articles that apply.
Check the plans for the building type as far as zoning and use.
