BOD Requirement vs. Code requirement on conductors Al vs Cu

Hi All,

I've come across a B.O.D where a statement was made that all 600V cables 100A and above can be aluminum alloy however for sizes below 100A, copper.

I couldn't find a code requirement that backs this up, so I wanted to know if this is purely a B.O.D requirement?

This is for a low-rise apt. in SF.

I have seen it expressed like this before.

I would appear the intent is to allow aluminum feeders for a cost saving. Seems reasonable to me.
