I have 60kW at 480V three Autoclave Boiler. The engineer has not provided disconnect within sight or has not provided lockable breaker. I am not sure what NEC 2017 Article would boiler fall under?

Probably Fixed electric space heating or appliances.

My guess would be 425.80 but in any event you should be able to add a permanent locking feature to the breaker.
