I?m over seeing an electrical rehab at one of out golf courses, and a question came up. Do we need a bollard in front of the main disconnects in a cart barn? There is potential of a cart running in to this panel. I would like to see a bollard in front of this panel but our budget is so tight that there may not be money here to supply this bollard. Do we need this bollard? Where does it state it in the NEC code?

I always thought it was up to the utility specs for the main equipment, but I'm not sure.

One question...if they are made of metal, do they have to be grounded??

Typically they would not have to be grounded, and it would be stretch of the NEC to require it.
I would recommend a bollard, as it would also help define the working space. Give your self some room and keep it back 4 ft from the face of the panel, see section 110.26.
4" pipe with concrete is typically used for bollards.
