Is there a standard or technical resource that provides guidance on what the measured resistance for bolted connection should be?

Think about your question. You need to define what you mean by a "bolt connection".

The material, the force applied, the area of contact, the number of areas of contact, corrosion, and probably other factors will define the joint resistance.

I was thinking along the line of IEEE or NETA standards that would provide published values for what the resistance values would be for bus bar bolted connections, etc..
