Bolting Down Transformers

Had a couple of outdoor 2000kVA, oil-filled, pad-mount transformers installed. The contractor did not bolt them to the pad. Explanation - "They weigh umpty-thousand pounds, they ain't going anywhere". Should big transformers like that be bolted down? They come with bolt holes. How about 75, 150, 225 kVA etc. dry-type indoors?

I am speechless, they come with bolt holes for a reason.
 
Transformers vibrate. Anything that vibrates will walk or creep about over time. Buildings weigh even more than transformers and they get bolted to their foundations.

Not to mention if they see a fault. I have seen 2000kVA transformers that were bolted down move from a fault.
