Bond- MC vs AC

The hospital grade MC (HCF-MCAP) used here has a full size bare ground/bond, The hospital grade HCF AC has the smaller bond.
I know that both bonds qualify the outer jacket as a grounding conductor. Is there a reason for the MC to have the full size ground and is there any reason for it to be terminated ?
 
The bare wire in MCAP is not intended to be used as a wire. It is there to maintain low resistance of the metal jacket. It should be cut off flush with the metal jacket at each connector.
 
Understand, but still curious. Is the larger conductor in MC necessary in order to maintain enough contact with the jacket ?
