Hydromassage tub in master bathroom (2) 20 amp 240v feeds, (2) 2hp motors, and (2) in line heaters. There is a 12'' tub suround, above this suround are 4'' pan boxes that will have wall sconces (damp location rated). Flat screen TV mounted on a metal wall bracket that will be installed in the 2x6 wall. NEC does not require these items to be bonded to the tub, would you rough in some #8 and bond them to the tub motor.

No, and I wouldn't gfci protect the wall sconces either.
 
would you not bond these only because it is not required, or do you have another reason.

With water involved you cant be over protected.While not required i would bond and use gfci for everything .Pancakes are fine in damp location.
