I just moved into the house i see a ground wire coming out of the meter and going to the ground rod assuming the neutral and ground is bonded there but I have nothing going from my meter to my main panel should I have a bonding screw installed since I don’t have no pipe or nothing it’s just service entrance cable ?

If the install consist of a meter directly feeding your main panel, your neutral serves for grounding also and the neutral buss in the panel should be bonded to the enclosure.

Is the meter attached to the house? If so then there should be three conductors between the meter and the panel and the neutral must be bonded in the panel.
