Bonded neutral at gutter?

If you have a service with multiple meters, for example a 4 store commercial bldg And say the service lateral comes from the utiliy's xfmr secondarys up into a 8 foot gutter then using gutter taps to branch off and feed the individual meters to the seperate shops. Where would you bond the grounded conductor? In the gutter?, all the meters?, or the all the disc's?

All of the above.

All the meters, all the service disconnects and if the gutter is on the line side of the disconnects the gutter would have to be bonded as well.

For some reason I was getting a bad vibe about bonding in the gutter like my supervisor instructed, Im not sure why. I suppose because Ive never seen it done as such. It's good to know my boss is actually right about something.
