Bonded subpanel

If a subpanel is connected with a 4" rigid nipple and metal adapters, lock rings etc... to a house combo meter panel and fed off a breaker in the main combo meter panel do the ground and neutral remain bonded? One of my employees says yes since the panels are bonded yet it failed inspection since the subpanel is not the first means of disconnect.

The bond is done in the meter/main/panel, and anything downstream, even if side-by-side and joined by a nipple, is to be wired as a sub-panel, no bonding. The nipple may be used as the EGC.
