bonding 12"of flex

Ok I have a12"by12"by6" pull can housing a lighting contactor all metal can emt connecting to panel and distributing through out building my time clock is plastic no ground terminal and connected to 12 by 12 via 12" of flex.all 120 volt no ground in flex.inspector want me to put ground bushing on flex and bond it.does this sound right or needed?
 
Check 250.118 ..it will depend on the ampacity of your circuit if the flex is an appropriate ground.
If not, it does little good to add a grounding bushing. If the flex is not an approved ground, adding a bushing does nothing unless you install an equipment ground in the flex.
 
Does the flex qualify as an EGC? Does the flex contain a wire type EGC? BTW, I agree with Gus. :)
 
If there is not more flex elsewhere in the return path to the panel, If your using an approved fitting into the metal box, and the circuit is 20 amps, I don't see why you need the bushing either.
 
so you can run 6' of flex without a egc but run 12" from a metal can that is bonded to a plastic electronic time switch and you have to put a bonding bushing on and run an egc?

concern is if flex comes loose off panel that we have a hazard should it become live. All the plastic clocks i have seen have metal parts and a ground lug.
