bonding 250.104

I am piping 3 block building public rest rooms in ca. they have a 3" copper water feeding each and a 100amp sub pnl in each in the mechanical/wet wall plumbing area (not accessible to the public) the single line did not call to bond the c.w. conduit. i wrote an r.f.i thinking i would get the obvious answer, to bond cw but the eng. came back and said no need to bond but i could if i prefer to. is he an idiot or am I ??????????

Is the water service part of the GES? The water piping is probably bonded upstream of your sub-panels.

2011 code 250.104 (A) (2) includes verbiage "shall be permitted to be bonded" is there a loophole if metal water pipe is isolated? or are they saying
that the main water needs to be bonded still and its "ok" to attach the isolated areas to the same bond point but not required???
