Last year I had an electrician upgrade my panel from 200 to 400 amp service. I then had another electrician pull wire for a subpanel for the poolhouse. while the tile was being installed the tile setter noticed when he touch the water pipe and the wall he could feel a current. That has gone away, but now there is a problem with the pool. We can feel a current in the pool. I have turned the power off to the pool, but it still has current. Do I need to check the grounding rods for the new panel and the grounding rod for the pool house sub panel?

Stop using the pool until you have a qualified electrician find out what is going on.

Ignoring problems like this can result in death .... really.
