Bonding a precast concrete swimming pool

I am developing a precast concrete swimming pool product. The product will be built in a pre cast concrete factory and be shipped to the job site fully assembled.
I am trying to get some guidance as to how I can manage the bonding of the steel reinforcement within the precast concrete structure. I can leave four points of access to each corner of the pool so the rebar is visible and can be connected to the bond wire using standard procedures. I am not sure how to have the steel reinforcement certified that it is properly tied together. Can it be certified by an engineer or third party inspector? Thanks.

That may be a whole new can of worms in that "Approval" is determined by each AHJ so what's accepted by one might not be by the next. One solution might be to see if any of the Nationally Accepted Labs like UL or ETL might be able to certify as the NRTLs are normally accepted by the AHJs.
