Bonding, Again

MY 40/40 PANEL IS GROUNDED WITH TWO 3/4 GROUNDING RODS 12 FEET DEEP. I AM utilizing MC cable and all metal connectors and JB's. in the bedrooms i have the GFCI breakers and the wiring is 12/2 (black, white & ground). this is my new sons nursery, i am using the best. city wouldnt allow me to use OCAL4X (SS explosion proof) yes, it is overkill, but the best. anyway, the inspector wants me to bond the boxes but the continuity is present with the grounded recepticles. am i correct to have a legitimite argument? or do i have to comply? please help.. thanx
