bonding aluminum framing of screened porch

In the 2017 NEC, is there a code section that requires a screened porch built with aluminum framing members to be bonded?
There are receptacles installed in the enclosed area below the screening. The receptacles are in plastic boxes, GFCI protected, and fed with concealed UF cable run thru stud bushings installed in all the holes drilled in the columns. The inspector says the metal framing requires bonding but the only time I remember encountering this is when there was a pool close enough to the framing to merit it and I can't find it in my code book.

I would point out that the EGC of the circuit that is "likely to energize" the framing takes care of that.

If there is no direct contact with the circuit at all, then it's no different than, say, a metal stair railing.
 
I recall reading that Florida has an amendment requiring metal framing members to be bonded, but not 100% sure.
 
inspector is citing 250.104 and calling the framing structural metal. If I'm reading that section right, that would send me back to table 250.102 (I don't have my code book with me but I think that's the right table. Its the table just before this section.) and that would require a #8 copper minimum.
Is the screen framing really structural?
 
Structural typically refers to red iron, and not to metal studs or lally columns in a basement. But if the framing is what supports the porch, then it would be structural. Are there other similar porches you can look at?
