Bonding and Grounding Dual Meter Base WV

I have 3 separate enclosures . The dual meter base , one 200A breaker disconnect on left side and another 200A breaker disconnect on right side. Each breaker serves as main disconnecting means for 2 separate panels. My N-G bond will occur at each disconnect where I will then run 4AWG bare copper wire to ground rods. Both initially connecting at the same ground Rod and one of them extending out connecting to second ground Rod. Should I run RMC nipple between dual meter base and each disconnect and bond it with bonding bushing or should I run PVC?

My not just run the GEC out of a common location like the meter base? Are the rods the only electrodes? Any water piping systems to bond?

I’ve talked to a few local electricians who’ve done service swaps and all agree to ground at the disconnect so I’m assuming POCO doesn’t like GEC coming from meter, rods are only electrodes and there’s no water pipes I can connect to . I’m extremely limited in space where I can put my meter

Yes some POCOs do not want the GEC to land in a meter base.
