Bonding around a hot tub

I have a situation where there is a hot tub to be installed that will put one side next to aluminum siding and another wall next to an aluminum downspout. Do these need to be bonded to the tub? This is a cord and plug connected tub (120V 20A). I once had an inspector make me do something similiar, but I can't find a reference. 680.43(D)(4) might come into play if this was an interior installation but it is not. 680.26(B)(2) is a possibility but I have always took "perimeter surfaces" as it is used here to mean the walkway around the tub/pool.

Any thoughts?
 
I could be wrong but I was always under the impression that bonding these metal parts was only for public pools and spas. I don't have my code book handy at the moment but if someone know if that's true please say so.
 
The idea of a shocking problem is what I am struggling with. What are the odds of either the siding or the down spout becoming energized? In my opinion remote at best (service is clear on the other side of the house and the siding is only on this one small wall; also no other lumieres or receptacles are present in the area). So I know what I think and I know what that one inspector thought. We disagreed so I am trying to get an impartial opinion/ clarification.
 
You need a barrier in between the tub and the gutters and the siding. If they are with in 5 ft. of the tub. Like a wood fence, that you can not reach through.
 
680.26(7) exception 2 says it is not required to be bonded if it is 5ft away.
The 2008 NEC Hand book specifically mentions window frames, etc...

But in your case, if you have continuity all the way back to the panel in the aluminum siding. You may be able to bond it there.
Christmas lights could energize the gutters. All though it would be rare. It can kill some one.

Not true. All pools public and private.
