Bonding at first overcurrent?

Does everything get bonded or not?

A 400 amp service switch is bonded and an electrode conductor run to it.

From there the 400 amp conductors go into a trough and from there they are tapped and nipples out to a dozen meters then main breakers.

Would or should the neutral float in the trough and meters and mains or should that whole area of trough meter main be treated as first disconnecting means and everything be bonded.



One other question.

From what I understand even if no neutral is needed at the first main disconnect. If there is a neutral in the system it has to be at that first disconnect and bonded.

If there is a three phase system do all phases need to be at the first disconnect.

Say there's three phase in a trough to several meters but only single phase is required god those loads. Do three phase meters and panels have to go in and not single phase meters and panels ?

250.142(B) exception 2 would allow all that stuff (except maybe the trough) to be bonded via the neutral like a service.

There is no requirement to use all three phases. single phase is tapped off three phase all the time.
