Bonding at Service

In the 2002 NEC article 250.102(C) states that "The bonding jumper shall not be smaller than the sizes shown in Table 250.66", but also states that "Where the service entrance conductors are larger than 1100 kcmil than the bonding jumper shall not be less than 12 1/2 percent."
My question is this, Table 250.66 states that over 1100 kcmil than use a 3/0 copper, but 250.102(C) also says no less than 12 1/2 percent. Which is it?
Example: A 3000 amp service with 8 runs of (4) 500kcmil.
Table 250.66 - use a 3/0 equipment bonding jumper
At 12 1/2 % - use a 500kcmil equipment bonding jumper

3/0 is the largest GEC required, no matter how large the service conductors are, per 250.66, but the minimum required size of the equipment bonding jumper doesn't stop at 3/0. It continues on at the rate of 12 1/2% of the SEC area, per 250.102 (C).
