Where service conductors are installed in parallel, the total circular mil area of the conductors connected in parallel for one phase are added together to determine the main bonding jumper. Ex. Three 250 kcmil in parallel would be treated as a 750 and would get a 2/0 main bonding jumper.

My question is does this same rule apply for an equipment bonding jumper on the supply side of the service

Yes.,... but ;)
Yes, if you are bonding equipment such as wireway, enclosures..
but
if you are bonding multiple raceways containing paralleled service conductors, the bonding jumper for each raceway (if bonded individually) can be based on the size conductor in that raceway.
