Bonding at Transformer

Here is my scenario: The electrician used a Main Bonding Jumper from the Neutral Conductor to the Grounding Electrode System located in the 112.5 Transformer. This is all fine and dandy; however, at the neutral bar (at transformer) he also landed his EGC's from the primary and secondary panelboards. Is this installation ok, or should he of attached the EGS's to the Ground Bar located at the Transformer. I don't know if the only thing that can attach to the neutral is the "bonding Jumper".
