bonding Branch crkt, flex

I recently had to add about 7 feet of flex from a gutter down to panel to accommodate for additional circuits . They are telling me i have to put a ground bushing on to bond the flex , there is a ground in the flex. I saw nothing in the book to substantiate this. Am I right /
 
How about this. Flex may be used as an equipment grounding conductor unless it is over 6'. (250.118) Although you have an equipment grounding conductor which will bond the equipment what is going to bond the fmc?
 
If over 150 volts to ground and there are no concentric or eccentric KO's a bonding bushing is not required. As Dennis stated you need an EGC in the FMC which you already have installed.
