Bonding Buildings on a Campus

Looking for your thoughts/opinions:

Assume the following Scenario:

On a campus where buildings are all connected to a common steel or iron water and steam distribution system.

Two buildings, Building A and Building B.
Building B is built next to Building A, for sake of this example assume the East exterior wall of A and the West Exterior wall of B are touching.
Building B water service is tapped off of the Building A water service (after the water meter in Building A) so that both buildings water usage is metered together in building A.
Building A and Building B have separate electrical services which if you follow down stream are both fed from a central campus electrical distribution service.

Questions: For the bonding electrode at Building B service,
Would you bond the water line as the grounding electrode in each of the buildings?
Would you bond Building B to the same point at Building A water pipe bond?
Would you put in a plastic pipe or rubber fitting in the water line to break-up the continuity between the buildings?
