Bonding Bushings

Had a disagreement with an inspector on Friday regarding bonding bushings. He is saying that "grounding bushings" are required on on the conduit from the residential meter stacks because the tenant panels are services. He is requiring bonding bushing at the load center, with a pigtail to the ground bar.

The building is a new construction 56 unit senior building with retail spaces. The building has a 4000a service that terminates in the main electric room. There are two, 800a switches in the gear that feed the two risers/tap boxes. Each tenant space has a one inch EMT conduit originating from the meter stacks to the load center, without a ground wire pulled.

My argument was that we comply with 250.97, as these load centers are less than 250v to ground, and are not services. Am I incorrect about referencing 250.97 and my understanding about what constitutes a service?
