Bonding class1 Div1 location 501.30(A)

I am a little confused. NEC 501.30(A) says bonding jumper with proper fitting are required for all intervening raceways, fittings, boxes, and enclosures between class 1 location and the point of grounding service equipment. My question is does this apply to power panel that feeds EXP light fixtures. See attachment. See attached pic

In the picture, the bonding is required back to the transformer or service that supplies the panel.
Thats not enforced in Maine at all. I've had an inspector talk about it but thats as far as it went. In that picture why isn't there a seal off in unclassified room?

The boundary is at the floor in the other room. The underground area is not classified and there is no need for an additional seal. The seal below the switch is serving as both the seal for the switch and the boundary seal.
