Bonding concrete slab question???

A small structure is being built alongside an existing residence which will contain the pool equipment. This small bstructure will have a concrete slab and the rebar is drilled into the existing house foundation. Does this rebar need to be bonded to the house panelboard or existing grounding electrode and if so, can someone please refer the NEC location for this? They have already installed a #8 bonding jumper from the rebar to bond along with the pool equipment. I'm wondering if the rebar for the slab also needs to be bonded to the electrical system grounding electrode or a panelboard of the residence? Any input would be greatly appreciated....

The #8 is for the equipotential bonding and it does not go back to the panel. All it does is keep all metal parts associated with the pool at the same potential. Look at art. 680.26
