Bonding conductor in a raceway

I am trying to add a 3/0 sprinkler bond to an 1 1/4 with a 3/0 cold water ground. My conduit fill is 5% over. 2 - 3/0 thhn in 1 1/4 emt. Is this doable since the are technically not current carrying conductors?

The fact that they're not CCC's doesn't matter. What if you pull in a bare #3/0? Also what do you need a second #3/0 conductor can't you just tap the existing #3/0 to bond the pipe?

I suggested this. Continious run gear to cold water to sprinkler. IOR doesn't know electrical so if it's not per single line it's wrong.

OK then tell them that due to their ignorance that they will have to pay for you to run a new 1.25" conduit and pull the #3/0 in that.
