Bonding equipment for services

Does section 250.92 prohibit the raceway of the service meter and service disconnect enclosures from having an equipment grounding conductor? From the training video for the 2014 NEC, Mike Holt discusses this and mentions that it is a code violation, but the raceway may provide the same bonding without an equipment grounding conductor between the service meter enclosure and service disconnect enclosure. Can someone clear this issue up for me?

Yes this is a contradiction because the conduit does create the same issue (parallel path) as an equipment grounding conductor however for some reason the conduit is allowed but the conductor is not.
